For pregnancy to happen, active sperm must enter the vagina. While pre-ejaculatory fluid (pre-cum) can occasionally carry sperm, the risk of pregnancy from semen just being near the outside of the vagina, or through clothes, is virtually zero. Because there is no real risk here, taking the i-pill (emergency contraceptive) is not necessary. Emergency contraception is only intended for unprotected, penetrative intercourse.
